An amendment to the Motor Vehicles Act introduced by the central government to regulate agencies that sell used cars is being implemented in the state. Establishments that do not have a certificate issued by the Department of Motor Vehicles will no longer be allowed to operate. The law will take effect starting tomorrow. An order issued by Transport Commissioner S Sreejith states that time has been given until April 15 to obtain the certificate.
Agencies for the sale of used cars, two-wheelers, etc., are widespread in the state. However, the government currently has no restrictions on the trade of these vehicles. As a result, the government also loses tax revenue from the transfer of vehicles from other states. The new regulation was introduced after it was found that stolen vehicles were also being sold in this way.
On December 22 last year, the central government amended the act to make authorization mandatory for establishments selling used vehicles. Establishments selling old vehicles have to apply for the certificate online in form 29A of the Registration Authority. The fee is Rs 25,000. The certificate will be received within 30 days. The validity of the certificate is five years. The certificate obtained should be displayed at the respective institution.
There are too confinements on the utilize of second-hand vehicles put up for sale. These should not be leased out or used for their own use.
